Guatemala City – Dionisio Gutiérrez met with Andrés Pastrana, former president of Colombia, in his recent visit to Guatemala. During the meeting they discussed issues such as drug trafficking and the criminal seizure of public institutions in countries of Latin America..

Dionisio Gutierrez started the meeting discussing the discredit of politics due to drug trafficking: “Drug trafficking is the largest problem of politics, it has turn into the murderer of democracy, and the principal cause of the breakdown of the rule of law. It has led to violence, death, corruption and criminal governments”. 

Andrés Pastrana said: “fight against drug trafficking should not be a single-party effort, but the country’s priority. It must be a government policy that remains over each administration”. 

Gutiérrez explained that in order for Guatemala and other Latin American countries to overcome organized crime and reach acceptable development levels, they should focus on strengthening the rule of law: “The path to law compliance and the rule of law goes through politics recovery and a government that accomplishes its functions in a modern world. This is an essential effort to consolidate democracy”.

Pastrana remarked that Guatemala and other countries such as Venezuela would need a strategy akin to Plan Colombia which focused on four points: strengthen the justice system, strengthen the military force, illicit cocaine crops eradication, and social investment and alternative development.

Gutierrez finished the meeting discussing about the responsibility of the political and economic elites and the necessity of leading experts to generate positive changes. He said that the accomplishments of Plan Colombia “were done because of Pastrana’s leadership and his capacity to strengthen the justice system and the government, which achieve large-scale changes for his country”. 

Gutierrez seized Pastrana’s visit to interview him on the TV program Razón de Estado. 

The night of Wednesday, October 10, through "Razón de Estado" TV show, Dionisio Gutiérrez interviewed President of Colombia (1990-1994) and Secretary General of the United Nations (1994-2004), César Gaviria. 

Gaviria explained the complex environment he faced during his time in office as President of Colombia, especially, the combat against the drug cartels and institutional weaknesses of the Colombian polity during the 80's and 90's.  To overcome the crisis that his country lived, he indicated that the leadership of elite groups was fundamental: "The politicians of Colombia have been eager to take risks as well as journalists; a fact that does not happen in other parts of the world.  In order to face the problems of a country successfully, it is necessary for people to become courageous and to be willing to carry things out".

Additionally, Gaviria spoke about the importance of the autonomy of justice for the development of any country: "It is important to separate the powers; justice needs autonomy to act.  In Colombia we focused in strengthening justice, since corruption has to be severely sanctioned.  It is not possible to leave the political power to undermine justice.  Leaders and presidents have the obligation to defend it".

However, he underlined the need of not referring to one topic only when proposing a political project: "It is very important to build a political project that is not limited to fighting corruption, as this leads to a collapse of the political system that is not replaced for a different thing.  A great effort has to be done to promote policies that prioritize the citizens".

Message to the President of Guatemala

During the editorial segment of the show, Dionisio Gutiérrez delivered a message to President Jimmy Morales, whom he considers the worst counseled mandatary of the democracy: "Mister President, you are one more victim of the political underdevelopment that plagues us.  You were not prepared to govern. You reached office without a project, without a team, and without ideas.  Winning the elections with those conditions is a suicide mission (…)  However, people forget that we voted for you to avoid one of the delinquent political parties that have damaged Guatemala the most, reach office for the second time"”

El pasado lunes 4 de febrero Jaime Bayly entrevistó a Dionisio Gutiérrez en su programa, que se  transmite por Canal Mega TV, sobre la situación política en Guatemala y Venezuela.

Sobre Venezuela, Gutiérrez comentó: “Quiero creer que el fin de la dictadura de Maduro está cerca. (...) En los 20 años de Chavismo, esta ventana de oportunidad hay que aprovecharla porque si se cierra probablemente sea muy difícil volverla abrir.  Debemos insistir a la comunidad internacional y a EEUU que lleguen al final de esta situación y creo que este es el momento en el que la Casa Blanca tiene los funcionarios correctos para hacerlo.”

Explicó también que aquellos países que “se declaren neutrales hay que verlos de cerca porque pueden tener una agenda detrás escondida”. Un ejemplo de esto es México, donde “López Obrador quiere seguir los pasos de ese modelo del socialismo del siglo XXI tropicalizado a la mexicana y en versión light”.  

Aseveró que “La experiencia en los últimos años en América Latina con el Socialismo del Siglo XXI nos ha enseñado que el problema de estos personajes no es que lleguen y estén un tiempo del poder, sino que se quieran quedar.”

En la segunda parte de la entrevista,  Bayly y Gutiérrez conversaron sobre la situación política en Guatemala y la captura del Estado por el crimen organizado.Gutiérrez indicó: “Desde el gobierno de Alfonso Portillo, se produjo una simbiosis de los militares mafioso con una nueva generación de bandidos que llegó el poder. A partir de ese gobierno se consolidó una facción del ejército que se convirtió en un narco ejército y luego capturaron diferentes instituciones de la democracia guatemalteca”. Agregó que estas estructuras cuentan con la “complicidad de grupos políticos, que son parte de ese esquema y con la complicidad de la élite económica y sociedad civil”.

Aseguró que la sociedad guatemalteca, especialmente la clase política, ha fallado en fortalecer el Estado, lo que provoca que la corrupción se vea como algo normal: “No hemos asumido la responsabilidad de producir y de formar una generación de dirigentes, tecnócratas y líderes que sean capaces de gobernarnos mejor. Lo que ha habido es un acomodamiento de las élites, cada una en su burbuja; y luego políticos contaminados por la corrupción y el narcotráfico”.

Gutiérrez está seguro que la única forma de contrarrestar estos problemas es “con la formación de nuevas generaciones de servidores públicos con valores y con las capacidades técnicas para administrar las instituciones públicas”. Indicó que por esta razón ayuda al “proyecto Escuela de Gobierno en Guatemala que involucra a muchas personas y académicos.”

Por último, reflexionó sobre la importancia de fomentar el diálogo entre los distintos actores de una sociedad: “Yo creo que es importante compartir batallas con gente que no piensa igual que tú por una causa que es más importante que nuestras diferencias. El saldo es positivo cuando son problemas de fondo en tu país”.

Guatemala City - Last March 6, Dionisio Gutiérrez met with the former president of Bolivia, Jorge Tuto Quiroga, within the framework of the IV Encuentro Ciudadano. During the conversation, they discussed the crisis in Venezuela as well as the necessary conditions to guard Democracy in Latin American countries.

Gutiérrez started the meeting with an analysis about Venezuela: “The richest country in Latin America lives the most severe humanitarian catastrophe in the history of our continent.  This murderous tyranny managed to divide the Venezuelan society and the cost has been too high”

Quiroga explained the situation of such country, which he finds similar to the case of Cuba and Nicaragua: “The origin of the problems in these countries is "continuity", which does not allow other parties to reach office, thus wiping out democracy, fostering corruption, destroying independent institutions and muzzling the press"

However, despite the difficulties, Gutiérrez mentioned that “this is an important moment for Venezuela.  In the twenty years of dictatorship, probably this is the first time in which we see a real opportunity that cannot be wasted.  Advantage has to be taken with an internal military coup or with military foreign intervention”. 

Quiroga expressed that what is needed is “to halt military Cuban intervention. Maduro handles the speech of a hypothetical North American military invasion -which has not happened- so that people do not realize that what is really happening is a Cuban invasion that is imprisoning and torturing the Venezuelan people”.  Additionally, he described five elements that democracy in Latin American countries requires: “free and transparent elections; independent institutions; free press; opposition right without the risk of jail; and the respect to time in office established by the constitution”

Gutiérrez concluded with a message to the citizenship: “Each election cycle we dust off democracy to later forget our citizen responsibilities, and instead of being active citizens, we are passive witnesses of governments that kidnap the present and future of our nations.  We need to claim self-respect.  Citizen commitment and participation on the public arena of the proposal and debate of ideas is indispensable”

Dionisio Gutiérrez, President of Fundación Libertad y Desarrollo [Freedom and Development Foundation] met with Felipe Calderón, President of Mexico (2006-2012) to discuss about the seizure of the state by organized crime in different countries in Latin America. 

Dionisio Gutiérrez started the meeting arguing about how drug trafficking has affected democratic institutions: “We are talking about an important source of corruption. It contaminates political processes, especially electoral processes because many positions in the Congress, City Halls, and even presidential positions serve to drug trafficking.”

Calderón agreed and talked about his experience in the presidency of Mexico: “When I inaugurated the presidency, organized crime, starting from the most important drug cartels, was taking control of state institutions, especially police, judges and governors. It was a situation where organized crime’s power was increasing rapidly and at the same time the state’s power was deteriorating. The challenge was to reverse the process.”

Gutierrez explained: “In states with high dysfunctional levels as Guatemala, corruption has become common and impunity is the framework in which it is developed. To fight this, we need political parties that alternate the power, take the roll as liaisons between society and the state, and continue with public policies managed by a permanent professional technocracy.” 

Furthermore, Calderon described how he fought against drug trafficking during his presidency: “We had a strategy with three core areas: fight crime instead of disregard it; reinforce security and justice agencies; heal society. What concern people the most is not drug trafficking, but the way people is threatened, extorted and kidnapped. The State must redeem its obligation to protect people; I believe it is a goal that Guatemala and Mexico have in common." 

Gutierrez concluded: “Our weak democracy must be transformed into an opportunity to guarantee the refusal to unprepared and opportunistic political parties. In this electoral process we must demand from all candidates a project to govern, a proposal, a team and a vision for Guatemala”.

Dionisio Gutiérrez fue invitado al cierre de campaña del Partido Popular de España, donde el candidato Pablo Casado le agradece la lucha que ha protagonizado al defender la democracia y la libertad de la región latinoamericana. 

El día viernes 26 de abril, en la ciudad de Madrid, el líder del Partido Popular, Pablo Casado, dio su discurso final de cierre de campaña. 

Dionisio Gutiérrez fue invitado al evento como uno de los líderes latinoamericanos destacados que ha luchado por la democracia, el Estado de Derecho y las libertades de la región, especialmente en el caso de Venezuela.

Desde distintos espacios, tanques de pensamiento y programas de televisión, Gutiérrez ha expresado su desaprobación al régimen de Maduro y ha provocado la discusión para que el mundo occidental comprenda lo que sucede en Venezuela.   

Gutiérrez es reconocido a nivel internacional por tener una intensa actividad cívica desde hace cuarenta años, en los que ha denunciado la corrupción, los excesos y la mediocridad de los distintos gobiernos que ha tenido la incipiente democracia guatemalteca y la región centroamericana.

Ante una multitud de más de quince mil personas, el candidato Pablo Casado, dedicó una palabras a América Latina: “Es verdad que nunca en la historia democrática de España el gobierno había dependido de aquellos que quieren romper la unidad territorial, de aquellos que quieren blanquear la historia terrorista de ETA y de aquellos comunistas que quieren repetir el fracaso, la miseria y la opresión que ha habido en Venezuela, Ecuador y Bolivia”. 

Casado aprovechó la presencia de varios líderes latinoamericanos en el evento, para felicitarlos por su labor: "Y quiero saludar al expresidente de Bolivia, Tuto Quiroga; el expresidente de Colombia, Andrés Pastrana y el futuro presidente de Guatemala, Dionisio Gutiérrez. Muchas gracias queridos amigos. No volverá a repetirse lo que habéis sufrido en Iberoamérica. Vamos a poner freno al populismo”.

Dionisio Gutiérrez  comentó al respecto: “Agradezco las palabras de Pablo Casado por reconocer la crisis que está pasando Latinoamérica y el trabajo político que estamos realizando en la región”, además agregó que “no estoy participando en política partidista para las elecciones del 2019 en Guatemala y no está dentro de mis planes para el futuro próximo”.

Dionisio Gutiérrez se reunió con Jeff Sessions, ex Fiscal General de los Estados Unidos, para hablar sobre la captura del Estado y la corrupción en Centroamérica.

En el marco de la semana del Law Enforcement en la ciudad de Washington, Dionisio Gutiérrez, presidente de Fundación Libertad y Desarrollo, se reunió con Jeff Sessions, Fiscal General de los Estados Unidos entre los años 2017 y 2018, para hablar sobre la captura del Estado, el crimen organizado, el narcotráfico y la corrupción en Centroamérica.

Gutiérrez comenzó la conversación haciendo referencia al crecimiento del crimen organizado en la región “el tráfico de drogas y la narcopolítica afectan nuestra región con violencia, corrupción y la captura criminal del Estado; y lejos de ser un problema que se vaya a resolver, está empeorando”.

Por su parte, Sessions refirió que es necesario “tomar medidas para desmantelar organizaciones criminales transnacionales, pues las pandillas y los carteles llenan nuestras calles de drogas y violencia. Y asegurarse de que las agencias federales que se encargan de hacer cumplir la ley, den prioridad y destinen suficientes recursos a los esfuerzos de identificar, prohibir, interrumpir y desmantelar organizaciones criminales transnacionales”.

Gutiérrez cerró la discusión diciendo que “para problemas transnacionales, las soluciones deben ser transnacionales. Hay un peligro evidente y es el nivel de contaminación y daño que ha hecho al Estado guatemalteco y a nuestra sociedad, el hecho de que los carteles de la droga se inmiscuyan y quieran manipular en nuestro proceso electoral a través del financiamiento ilícito de campañas”.

Este encuentro forma parte de una serie de reuniones que Dionisio Gutiérrez está sosteniendo con funcionarios del Estado norteamericano para abordar la problemática de seguridad del Triángulo Norte de Centroamérica.

Dionisio Gutiérrez, president of Fundación Libertad y Desarrollo, met with congresswoman Norma Torres, to discuss the critical situation that the countries of the Northern Triangle of Central America -NTCA- go through.

Dionisio Gutiérrez started the meeting denouncing the captivity of the State of Guatemala: “In 2006, our country reached an extreme point that required help from the international community, the answer was CICIG”.

Congresswoman Torres recognized the importance of CICIG´s work; yet indicated that it has had a hard time as it “does not count with the support of the President nor the Congress” in Guatemala.

Gutiérrez explained that during 2018, CICIG suffered an important attrition: “It should have avoided its actions to be interpreted as elements of a political agenda; and should have presented the cases of great corruption on which it built great expectation”.  However, he pointed that the many triumphs of the commission are irrefutable and “its balance continues to be positive”.

Afterwards, they discussed how the countries of the NTCA have become a threat to the national security of the USA.  Gutiérrez declared that “the three countries and Nicaragua represent a highly conflictive region, where democracy is under siege (…)  Doors are being closed to Central American immigrants, commerce and trading are being limited and the problem with drugs is not being solved (…) America, due to its consumption levels, has a great responsibility on the issue and the Northern Triangle has not been able to manage it.”

Torres guaranteed that the following is a priority for democrats: “I hope I can work with President Trump regarding these issues, and to avoid the closure of good exchange, we need the collaboration of the three countries, as they need ours”.  Additionally, she indicated how worrying it is to witness the irresponsibility that the presidents of this region show, regarding problems such as the immigrant caravan: “We have not heard their position to help these families. How is it possible that President Morales has not formulated a question about the situation of Guatemalans who travel in such caravan? The only thing that matters to them is to protect themselves”.

Dionisio Gutiérrez ended the meeting underlining that the countries of Central America “need to wake up and activate elites to define a vision of a country and a plan for development”.

Dionisio Gutiérrez también fue invitado a la ceremonia de LAW ENFORCEMENT donde se reunió con Michelle Leonhart, Ex Directora de la DEA y el Jefe de Policía, Donald De Lucca, quien, además, fue presidente de la Asociación Internacional de Jefes de Policía.

También, el Doctor Gutiérrez se reunió con Robert Patterson que fue Acting Administrator de la DEA y sostuvo una importante reunión con Joseph Funk, Ex Director del Servicio Secreto y Frank Larkin, quien fuera sargento en armas del Senado de los Estados Unidos.

En la misma semana de LAW ENFORCEMENT en Washington, Dionisio Gutiérrez se reunión con Jeff Sessions, quien fue hasta hace poco Fiscal General de Estados Unidos. Una reunión que tuvo el mismo propósito que la realizada unas semanas atrás entre el doctor Dionisio Gutiérrez y Sérgio Moro, el Juez brasileño que expuso el caso Lava Jato y llevó a cientos de corruptos a la cárcel.

Dionisio Gutiérrez también se reunió en Washington con Brian Ware, Assistant to the Secreatary of Homeland Security, para hablar de seguridad hemisférica. 

En Guatemala, la semana pasada, por invitación de la embajada americana, Dionisio Gutiérrez asistió a la reunión de la sociedad civil con Kevin McAleenan, Secretario de Seguridad Nacional de Estados Unidos o Homeland Security, y el señor embajador de ese país en Guatemala, don Luis Arriaga, para hablar de las causas de la migración ilegal y las posibles soluciones.  

Desde hace más de 15 años, Dionisio Gutiérrez mantiene una estrecha relación y activa participación en múltiples instituciones y organizaciones en Washington, tanques de pensamiento y universidades. Es miembro en consejos de la Universidad de Georgetown y la Escuela Kennedy en Harvard, entre otras.

Desde 2003, después de un jueves negro, el Doctor Gutiérrez ha consolidado una serie de alianzas y esfuerzos que buscan el fortalecimiento de las democracias y los sistemas de justicia en Iberoamérica.

De ahí viene la amistad y el compromiso con presidentes, gobernadores, embajadores y funcionarios de alto nivel; por una causa común: el destino y la seguridad del continente americano. Por ejemplo, los presidentes Aznar de España, Calderón de México, Figueres, Arias y Alvarado de Costa Rica, Pastrana, Gaviria y Uribe de Colombia, Quiroga de Bolivia, Lagos de Chile, Lacalle de Uruguay, el gobernador Bush de Florida y muchos más, que son amigos y defensores de la libertad, la democracia y el Estado de Derecho en América Latina.   

Last Sunday, June 16, Dionisio Gutiérrez visited the Electoral Board and several voting centers in Guatemala City.

In the morning of June 16, during the Guatemalan general elections, Dionisio Gutiérrez toured several key spots of the capital city to observe the development of the election process, accompanied by a delegation of US officials from Homeland Security, special agents Lalo Griffiths and James M. Breen, and the team of Fundación Libertad y Desarrollo.

First, he visited the Central District Electoral Board at the logistic center of Parque de la Industria.  There, he talked with Anabella Morfin, president of the board, about the development of the elections in the capital of Guatemala.

Later, he visited several voting centers, located in Guatemala City: Instituto Rafael Aqueche, Instituto Belén, and Instituto América Latina.  At the three centers he talked to the presidents of the voting tables regarding the progress of the electoral process.

During the afternoon, he once again visited the Logistics Center of the Electoral Authority; this time to grant interviews to the local media in terms of his perceptions of the voting process and the national conjuncture and to view the vote count in real time. On this topic, he concluded: “Today we reach the final phase of the process.  Today is the election, and we have to recognize that the Tribunal Supremo Electoral (Supreme Election Tribunal), despite its voids and limitations, has made an extraordinary effort and it has to be recognized”. 

Visit of the Organization of American States to Fundación Libertad y Desarrollo

On Friday, June 14, the Electoral Observation Mission of the Organization of American States visited Fundación Libertad y Desarrollo, to talk about the Guatemalan general election on June 16.  The leader of the mission, Luis Guillermo Solís (former president of Costa Rica 2014-2018), exchanged opinions with the president of the foundation, Dionisio Gutiérrez, who presented a diagnose of the Guatemalan electoral system, as well as the results of the last public opinion survey the foundation published some days before the elections.

Along with other organizations of civil society, Dionisio Gutiérrez and the Foundation he heads, actively participated as observers in the election process, to guarantee the transparency of the process and the respect to popular will.
